Alan Hill is the founder of the J.A. Hill Group, a global business advisory firm that equips global-centric businesses and industries with high-value insights, strategy, and expertise directed towards high-impact visibility, partnerships, and growth initiatives. 

Alan’s 25+ years in public affairs, public policy, business, and government affairs has positioned him as a subject matter expert in the intersection of government, business, and industry. Alan’s professional career spans executive-leadership, legislative, and public affairs roles, having served in places like the U.S. House Committee on Energy and Commerce, a Personal Office of a Member of a U.S. Congressman, XO Communications, INCOMPAS, CORE Construction, and more. In 2016, Alan started J.A. Hill Group to lend his strategic insights and expertise to an expanded focus on industry. To date, Alan has influenced thousands of pieces of legislation and served hundreds of clients towards lasting and effective change.

LIBRARIANS LOVE BROADBAND — The American Library Association recently hired J.A.Hill to work on broadband infrastructure and other issues, according to a new filing. It’s another sign of the broad interest generated by the idea of including a broadband buildout in a national infrastructure plan. “ALA agrees with the many congressional leaders who’ve said that every American needs high-speed broadband and that it must be part of the coming infrastructure bill,” the group tells MT. “ALA hired an expert because, especially in tight times, leveraging America’s 120,000 libraries to get broadband to almost every community is the best first investment toward that goal Congress can make."

Our Founder

Alan Hill

As the founder of J.A.Hill Group, Alan is consistently recognized as a trusted and respected bipartisan strategist and advocate.  He brings over 20 years of experience in government and industry, as well as a consistent record of success in developing creative policy, messaging, and business development strategies for companies, non-profits, and charitable organizations.

Born in Lexington, KY and growing up in Northern Virginia, Alan was a persistent risk-taker as a child seeking out activities that piqued his curiosity in how the world worked or simply provided a unique and/or cringe-worthy challenge to overcome.  In high school, computer programming (and pole vaulting) appealed to his desire to create and tackle unique challenges whereupon graduation Alan entered the University of Kentucky as a computer science major.  Interestingly, it was the challenging nature of world politics and national security that eventually lured him to complete a degree in political science.

In August of 1994, Alan began an internship with his local congressman putting his degree to work – answering phones, data entry, and making copies; the right of passage for all interns.  It was the following November elections, which shifted the political dynamic in Washington, that started a ten-year congressional path for Alan where he learned, applied, and practiced the art of crafting public policy in the areas of telecommunications/technology, energy, and national security.

In 2005, Alan left Capitol Hill to work on the business side of public policy representing the competitive telecommunications industry (made up largely of companies formed after the passage of the 1996 Telecommunications Act).  He would serve as Director of Legislative Affairs at XO Communications, one of the largest competitive telecommunications companies at the time, creating and implementing the company’s legislative, political, and grassroots operations. 

Later in his career, Alan would serve as the Senior Vice President of Government Relations and Strategic Business Development for COMPTEL/INCOMPAS, the premier trade association representing the competitive telecommunications and tech community.  In this role he expanded and increased the trade association’s influence on Capitol Hill as well as created business opportunities for both the association and its members.  In between his positions in the telecommunications/tech industry, Alan served as Vice President of Federal Business Development for CORE Construction, where he led the creation of the company's internal division that focused on federal government contracts.

When Alan is not working, he’s spending as much time as possible with his teenage daughters and wife, Joy. 

Alan is also an active member of the Board of Directors for Heart for Africa, a faith-based humanitarian organization that focuses on bringing HOPE to the Kingdom of Eswatini, Africa in the areas of Hunger, Orphans, Poverty, and Education.
